Pacon Waste & Recycling Ltd operate a waste recovery facility at their purpose built waste management facility in Balbriggan Co Dublin. Waste operations began in 2007 when Pacon began accepting and processing non-hazardous mixed Construction & Demolition (C&D) wastes and source segregated dry recyclables primarily collected in the Dublin Region. The site operated under a Waste Facility Permit issued by Fingal County Council between 2007 and 2015. From 2014, the facility was used for the storage and production of Solid Recovered Fuel (SRF) grades 1 and 2 and MKO compiled and submitted an application to the Environmental Protection Agency (EPA) for an Industrial Emission Licence in mid 2015 which was granted by the EPA in December 2015 (P1014-01).

In 2016, MKO completed the Environmental Liabilities Risk Assessment (ELRA) and Decommissioning Management Plan (DMP) for the facility in compliance with the conditions set in the licence, both of which were approved by the EPA. The methodology for the development of the closure plan and ELRA followed the EPA Guidance on assessing and costing environmental liabilities (2013) and the Guidance on assessing and costing environmental liabilities – Unit Costs for Verification (2014) and the ELRA.
