• Launch of the Town Centre First Policy

    The Department of Housing, Local Government and Heritage has now launched the Town Centre First – a major new policy that aims to tackle vacancy, combat dereliction and breathe new life into our town centres. Town Centre First contains 33 unique actions which will give our towns the tools and resources they need to become more viable and attractive places in which to live, work, visit and run a business.

    Town Centre First supports a more strategic and co-ordinated approach to the regeneration of Ireland’s town centres. It includes a particular focus on measures to tackle vacancy and dereliction, to create more vibrant and viable places, through greater occupancy for residential purposes and to encourage more business and footfall.     Planning and Development Act (Exempted Development) Regulations 2022 (S.I. 75 of 2022)

    Darragh O’Brien, T.D., Minister for Housing, Local Government and Heritage has recently made new regulations entitled the Planning and Development Act (Exempted Development) Regulations 2022.

    The Planning and Development (Amendment) (No.2) Regulations 2018 – S.I. No. 30 of 2018 – which came into operation on 8 February 2018, provided for an exemption from the requirement to obtain planning permission in respect of the change of use of certain vacant commercial premises, including vacant areas above ground floor premises, to residential use. As indicated, the Planning and Development Act (Exempted Development) Regulations 2022 (S.I. 75 of 2022) extends to 31 December 2025 the exemption given by SI 30 of 2018 and satisfies the commitment given by action 20.3 of Housing for All. In order to avail of the exemptions being provided for, the structure, or part of the structure, which is the subject of the change of use must have been vacant for at least 2 years immediately prior to the commencement of the relevant works, with such works being required to be completed by 31 December 2025.

    Draft Galway City Development Plan 2023-2029

    Galway City Council has prepared a Draft Galway City Development Plan for the period 2023-2029. The Draft Galway City Development Plan 2023-2029 sets out Galway City Council’s policies and objectives to guide the sustainable development of the City over the lifetime of the Plan to 2029. It provides an integrated, coherent spatial framework which has been prepared following extensive consultation with members of the public, statutory bodies and relevant stakeholders.

    The Draft Galway City Development Plan 2023-2029 public consultation phase has commenced and will run from Friday 28th January 2022 to Wednesday 13th April 2022 (inclusive).  Submissions can be made online at https://consult.galwaycity.ie/en/consultation/draft-galway-city-development-plan-2023-2029, By email to devplan@galwaycity.ie, or by post to Senior Planner, Planning Department, Galway City Council, College Road, Galway, H91 X4K8.

    Material Alterations to the Draft Cavan County Development Plan 2022-2028

    The Members of Cavan County Council, having considered the Draft Cavan County Development Plan incorporating a Local Area Plan for Cavan Town, 2022-2028 and the Chief Executive’s Report in respect of the submissions received, have resolved in accordance with Section 12(6) and (7) of the Planning and Development Acts 2000-2021, that the Draft Plan be amended. The proposed amendments constitute Material Alterations to the Draft Cavan County Development Plan incorporating a Local Area Plan for Cavan Town, 2022-2028.

    Submissions and observations are welcome and can be made from Monday, 7th March until 4pm on Monday, 4th April 2022 (both dates inclusive). Submissions/observations can be made either by email to devplan@cavancoco.ie, In writing by Registered Post only to the Forward Planning Section, Planning Department, Cavan County Council, Farnham Centre, Farnham Street, Cavan Town, H12 C9K1, or hand delivered  to the Planning Department, Cavan County Council.

    Material Alterations to the Draft Ballinasloe Local Area Plan 2022-2028

    Notice is hereby given, pursuant to Section 20 of the Planning and Development Act 2000 (as amended), that Galway County Council has prepared Proposed Material Alterations to the Draft Ballinasloe Local Area Plan 2022 – 2028. The Material Alterations will be on public display and may be inspected from Wednesday 9th March 2022 to 4.00pm Thursday 7th April 2022.

    Material Alterations to the Draft Limerick Development Plan 2022-2028

    The Members of Limerick City and County Council, having considered the Draft Limerick Development Plan 2022 – 2028 and the Chief Executive’s Report in respect of the submissions received, resolved at a Special Council Meeting on Friday 18th February 2022, in accordance with Section 12(6) and 12(7) of the Planning and Development Act 2000 (as amended) that the Draft Plan be amended. The proposed amendments constitute Material Alterations to the Draft Limerick Development Plan 2022 – 2028.

    Submissions and observations on the Material Alteration can be made between the 12th of March 2022 and the 11th of April 2022. Submissions/observations can be made either online at https://mypoint.limerick.ie, by email to devplan@limerick.ie, or in writing to Forward Planning, Economic Development and Enterprise Directorate, Limerick City and County Council, Merchants Quay, Limerick.

    Material Alterations to the Draft Mayo County Development Plan 2021-2027

    The Draft Mayo Development Plan 2021 – 2027 was placed on public display from 23rd December until the 16th of March 2021. A total of 1267 submissions and observations were received during the prescribed period in response to this stage of public consultation. The Elected Council Members, having considered the Draft Mayo Development Plan 2021‐2027 and the Chief Executive’s Report on submissions received, resolved, following a Council meeting dated 15th February 2022, to amend the Draft Mayo Development Plan. These proposed amendments, if made, constitute a material alteration to the Draft Mayo Development Plan 2021-2027.

    Written observations or submissions regarding the proposed amendments only must be received between 29th March 2022 and by 4:00pm on 26th April 2022.     Draft Leitrim County Development Plan 2023-2029

    Leitrim County Council continues to progress with the review of the existing Leitrim County Development Plan 2015-2021 and has now prepared a Draft Leitrim County Development Plan for the period 2023-2029.

    Submissions and observations relating to the Draft Plan are welcome and can be made from Friday 11th February 2022 and ending at 4.30 pm on Wednesday 27th April 2022. Submissions/observations can be made either by email to cdp@leitrimcoco.ie or in writing to “Planning Department, Leitrim County Council, Áras an Chonate, St. George’s Terrace, Carrick-on-Shannon, Co. Leitrim, N41 PF67”.

    Draft Fingal County Development Plan 2023-2029

    Fingal County Council has prepared a Draft Fingal County Development Plan for the period 2023-2029 pursuant to Section 12 of the Planning and Development Act, 2000 (as amended).

    Submissions or observations regarding the Draft Plan are welcome and can be made from Thursday 24th February 2022 until Thursday 12th May 2022 before 11.59pm. Submissions and observations can be made either online via the Council’s Online Consultation Portal https://consult.fingal.ie/en/browse, or by post in writing addressed to Senior Executive Officer, Planning and Strategic Infrastructure Department, Fingal County Council, County Hall, Main Street, Swords, Co.     Draft Kildare County Development Plan 2023-2029

    Kildare County Council have prepared a Draft Kildare County Development Plan for the period 2023-2029. The Draft Plan can be viewed at https://draftkildarecdp2023-2029.ie/ and will be on public display from 14th March 2022 to 24th May 2022 at 4pm.
