Government seeks permission to build two emergency electricity generators in Dublin 

Applications for two temporary electricity generators in Dublin have been filed by the Department of Environment, Climate and Communications to An Bord Pleanála which would provide 300 additional megawatts of power to the Irish electricity grid. This is enough to power just under half a million homes. 

 It is understood that these new emergency generators are to be fossil-fuel powered, and operational before this winter. They are expected to be used for the next two to three years. 

Decommissioning of Derrybrien wind farm  

In February, An Bord Pleanála refused substitute consent to an ESB subsidiary, Gort Windfarms, for the wind farm and all works in response to the 2003 peat slide event at the site. The decision by the appeals board dismissed the recommendation of its own inspector to grant the substitute consent. Galway County Council had no objection to the granting of substitute consent.  

The Derrybrien wind farm was built in 2003 without an Environment Impact Assessment, as Irish planning law did not require that EU standards apply. A landslide during excavation work for the wind farm caused extensive environmental damage, resulting in the European Commission taking Ireland to court in 2008 – it ordered a retrospective EIA, but this was not carried out. The landslide meant 450,000 tonnes of peat disturbed over an area of 25 hectares and resulted in the mass movement of 250,000 tonnes of material downslope. The ESB entity lodged the substitute consent application through a remedial EIA report in June 2020 in an attempt to regularise the project’s planning status, which was refused. 

A statement was released earlier in the month by ESB who said they are now preparing to decommission the Derrybrien wind farm. The decommissioning is to be complete in accordance with planning laws and regulations.

Draft Fingal County Development Plan 2023-2029 

Fingal County Council has prepared a Draft Fingal County Development Plan for the period 2023-2029 pursuant to Section 12 of the Planning and Development Act, 2000 (as amended).  

Submissions or observations regarding the Draft Plan are welcome and can be made from Thursday 24th February 2022 until Thursday 12th May 2022 before 11.59pm. Draft Kildare County Development Plan 2023-2029 

Kildare County Council have prepared a Draft Kildare County Development Plan for the period 2023-2029. The Draft Plan can be viewed at https://draftkildarecdp2023-2029.ie/ and will be on public display from 14th March 2022 to 24th May 2022 at 4pm.

Draft Donegal County Development Plan 2024-2030 

Donegal County Council have prepared a  Pre-Draft Public Consultation Paper which sets out come key issues and questions in preparation for the Draft Donegal County Development Plan for the period 2024-2030. The Pre-Draft Issues and Options Paper can be viewed at https://donegaldevplan.ie/en/system/files/materials/24/Issues%20and%20Options%20Paper.pdf and will be open for public consultation from Friday 8th of April to Friday 3rd June 2022 (Inclusive).

Tipperary County Council have prepared and published  Proposed Amendments to the Draft Tipperary County Development Plan 2022-2028. Submissions or observations with respect to the Proposed Amendments, the associated SEA Screening Determination an SEA environmental Report and the associated AA Screening Determination and AA Natura Impact Report, will be available for viewing at https://consultations.tipperarycoco.ie/consultations/amendments-stage-3-draft-tipperary-county-development-plan-2022-2028  from Friday 1st April to Tuesday 3rd May.

Written observations or submissions must be received between27 April 2022 and 25 May 2022 (5pm)and they must specifically be in relation to the proposed amendments and/or the Addendum Reports.
