Development Plans that are currently undergoing live consultations are as follows:
Cork County Council
Pre-Draft Plan Stage – Cork County Development 2022-2028
Cork County Council is commencing the preparation of a new County Development Plan for the period 2022-2028. The purpose of the Development Plan is to guide the future development of the county.
The new plan will be different from previous County Development Plans in two key areas:
- It will relate to the new administrative boundary of the county following the extension to the City Council boundary.
- It will include all the settlements of the County, replacing the current 8 Municipal District Local Area Plans adopted in 2017 and the Town Development Plans for the nine former Town Council Towns.
The first step is the preparation of a Public Consultation Document and supporting Background Documents which address some of the key areas that need to be considered. The Public Consultation Document and the Background Documents will be on public display from Thursday 12th March until Thursday 7th May 2020.
In line with Government advice on COVID-19, Cork County Council announced the cancellation of the scheduled CDP Review Pre-Draft Public Consultation Events and Community Clinics planned throughout the County (to discuss the issues to be addressed in the new Cork County Development Plan). The Public Consultation Document and supporting Background Documents can be viewed online.
Submissions and observations in relation to the Cork County Development Plan Review and the preparation of the new Cork County Development Plan 2022-2028 from Thursday 12th March until Thursday 7th May 2020.
Westmeath County Council
Draft Westmeath County Development Plan 2021-2027
Westmeath County Council has prepared a Draft Westmeath County Development Plan for the County of Westmeath. The Draft Plan is accompanied by a Strategic Environmental Assessment (SEA) Environmental Report, prepared in accordance with the Planning and Development (SEA) Regulations 2004–2011, an Appropriate Assessment (AA) Natura Impact Report, prepared in accordance with Planning and Development Act 2000 (as amended) and a Strategic Flood Risk Assessment in accordance with The Planning System and Flood Risk Management Guidelines 2009.
The Draft Westmeath County Development Plan 2021-2027 (including the SEA Environmental Report, AA Natura Impact Report, SFRA, Maps and accompanying documentation) will be on display on the Council’s online consultation portal and at Council offices and libraries from 28th February 2020 until 5th May 2020.
Submissions can be made online or by post to the Draft Development Plan and/or all associated documents. Submissions must be made in writing no later than 5.00pm on Tuesday 5th May 2020.
Louth County Council
Proposed Variation No. 2 of the Louth County Development Plan 2015-2021
The proposed draft Variation No. 2 of the Louth County Development Plan 2015-2021 comprises the inclusion of new inserted text within Table 7.7 “Motorways and National Routes” (Chapter 7 Transport) and the insertion of a new Policy TC 20A (Chapter 7 Transport) and is accompanied by a revised Strategic Environmental Assessment (SEA) Screening Report and associated SEA Screening Determination, to reflect all submissions from prescribed bodies, prepared in accordance with the Planning & Development (Strategic Environmental Assessment) Regulations 2004 (as amended). The proposed Variation No. 2 is also accompanied by an Appropriate Assessment (AA) Screening Report and associated AA Screening Determination prepared as part of a Screening for AA process that is being undertaken in accordance with Part XAB of the Planning & Development Act 2000 (as amended).
The reason for this Variation is to facilitate the upgrade of the N2 single carriageway National Primary Road from north of Ardee (County Louth) to the roundabout at Tullyvin south of Castleblaney (County Monaghan).
Written submissions or observations with respect to proposed Draft Variation No.2of the Louth County Development Plan 2015-2021(and associated SEA and AA Screening documents), may be made to Louth County Council from Tuesday 24th March, 2020 until 4pm on Monday 27th April, 2020.
Roscommon County Council
Issues paper for the Roscommon County Development Plan 2021-2027
Roscommon County Council is commencing the preparation of a new County Development Plan for the period 2021-2027. The purpose of the Development Plan is to guide the future development of the county.
Submissions and observations in relation to the Roscommon County Development Plan Issues Paper and the preparation of the new Roscommon County Development Plan 2021-2027 can be made from Friday 27th March until June 5th June 2020.

In context of the current civil emergency arising from the COVID-19 pandemic, the Government has decided to make an Order from Sunday 29th March 2020 to Monday 20th April 2020 inclusive, a total period of three weeks and two days (23 days) under the new of Section 251A of the Planning and Development Act, 2000.
During the period of the Order, all Plan public consultation and council briefing, and meeting activity will cease. This includes County/City Development Plan, Development Plan Variations and Local Area Plan processes. This is considered necessary because Plan processes require engagement with members of the public, and in particular public meetings, as well as Council briefings and meetings to allow for information, direction and decision-making.
Given the nature of plan review processes, there is a need for advance notification and organisation of public consultation events and council briefings/meetings and as a consequence, the effect of the Order on such processes, may extend beyond the period of the Order.
