Springmount Solar Farm

MKO drew on a multidisciplinary team to secure planning permission on behalf of Springmount Solar Farm Ltd for a c. 60 megawatt solar photovoltaic farm northwest of Clonmel, Co. Tipperary. The project, located on lands at Jamestown, Kilmolash Upper and Rathkeevin, includes an on-site 110kV electrical substation and connection to the existing 110kV overhead transmission line.

Project overview

The development site consists mainly of greenfield agricultural land, divided by the R687, which runs north-south through the overall site. The land is relatively flat and comprises individual agricultural fields bounded by hedgerows and tree lines. The onsite substation elements are contained within the overall development footprint, save for the underground electrical cabling to the existing 110kV overhead line, which runs parallel to the N24 to the south of the site. Due to the nature of the development, two separate planning application routes were utilised: the solar PV application to the Local Authority (Tipperary County Council) under Section 34 of the Planning and Development Act 2000 (as amended) (‘the Act‘), and the 110kV substation and grid connection application to An Coimisiún Pleanála under Section 182A of the Act. The solar PV planning application was granted permission by Tipperary County Council on 12th April 2024. A subsequent third-party appeal to An Bord Pleanála, ref. ABP-319664-24, was dismissed and permission was confirmed, with revised conditions, on 21st August 2024. The associated Section 182A planning application was also granted permission by An Coimisiún Pleanála on 17th November 2025. The development will contribute significantly to the country’s renewable energy targets, without significant effects on the environment and in compliance with the planning policy in place.
