Ballinrea and Ballinvuskig Solar Farms and 110kV Substation

MKO supported Ørsted Onshore Ireland MidCo in securing permission for complex enabling projects in Co. Cork and Cork City. Ballinrea and Ballinvuskig Solar Farms were purchased by Ørstead in 2022. Both Solar projects secured a grid connection offer to the Raffeen 220kV and thus it was necessary to deliver a 110kv tailfed substation and c. 7km underground grid connection, as well as underground interconnector between the 2 no. consented solar farms.

Project overview

MKO successfully led three planning applications to Cork County Council, Cork City Council, and An Bord Pleanála to facilitate the delivery of critical renewable energy infrastructure for Ørsted. These included applications for amendments to the permitted Ballinvuskig Solar Farm, amendments to the permitted Ballinrea Solar Farm along with an underground 38 kV interconnector between the two sites, and a Strategic Infrastructure Development (SID) application for a 110 kV substation and underground grid connection to the Raffeen 220 kV substation. The project represented a vital step in enabling Ørsted’s renewable energy portfolio and supporting Ireland’s Climate Action targets and national energy security objectives. It demonstrates MKO’s proven capability to lead complex Strategic Infrastructure Development projects from concept through to statutory determination, navigate intricate planning legislation associated with electricity transmission, integrate multiple renewable energy assets into a single coherent grid solution, and provide trusted advisory services to international energy clients, including Ørsted.

Project challenges

The projects presented significant consenting challenges through their interrelation, multiple consenting routes, proximity to Cork Airport and Cork SPA, as well as a project requirement to interact with the in construction TII M28 motorway and the Planning Authorities direction to avoid interaction with Carragaline town. The Ballinrea Solar Farm project presented a range of interconnected planning challenges arising from the need to deliver nationally significant grid infrastructure while integrating two separately permitted solar developments at Ballinrea and Ballinvuskig. A key issue was the rationalisation of export infrastructure, requiring amendment applications to modify the Ballinrea layout to accommodate a new 110kV substation and to remove the redundant 38kV substation from the Ballinvuskig permission. This required careful justification to demonstrate a more sustainable, consolidated grid solution without undermining the integrity of the extant permissions. The projects presented significant consenting challenges due to their interrelated nature, the requirement to navigate multiple consenting routes, their proximity to Cork Airport and the Cork SPA, and the need to coordinate with the in construction TII M28 motorway. In addition, the Planning Authority directed that grid routing should avoid interaction with Carrigaline town, a constraint incorporated into the project following consultation with Cork County Council. The Ballinrea and Ballinvuskig Solar Farm projects required the integration of two separately permitted but interdepenent solar developments at Ballinrea and Ballinvuskig, creating complex planning and design interfaces. A central challenge involved rationalising export infrastructure by introducing a new 110kV substation at Ballinrea, which in turn required amendment applications to update the Ballinrea layout and remove the now redundant 38kV substation from the Ballinvuskig permission. This demanded careful justification to demonstrate that the revised approach delivered a more coherent and sustainable grid solution without compromising the integrity of the extant consents.

Planning

MKO’s role encompassed the preparation and submission of planning applications to both Cork City Council and Cork County Council, the coordination of detailed pre‑planning engagement under Section 182 of the Planning and Development Act (as amended), and the successful delivery of a Strategic Infrastructure Development (SID) application to An Bord Pleanála.

MKO undertook Screening for Environmental Impact Assessment and prepared a Construction Environmental Management Plan.
